The announcement

On 28 October, PSA announced that its Value service would reopen on 29 October at 8 a.m. Pacific, priced at US$39.99. The same post announced shorter estimated turnaround times for Standard and Priority.

There is a queue detail worth reading before celebrating the headline: PSA said new Value orders would follow existing work, without changing the estimates for orders already waiting.

Already submitted? Keep the two dates separate.

PSA's follow-up says the revised turnaround estimates apply to orders submitted from 28 October at 8 a.m. Pacific. Earlier submissions keep the terms under which they entered, although processing may become faster.

That is different from the stated 29 October reopening of Value. A new estimate on a service page does not automatically become the promised return date for an older order.

A fee is only one part of the decision

The announcement gives collectors another route to investigate. It does not establish what an individual UK collector will pay after transport, insurance, handling, tax or a submitter's charges. A direct US service announcement is not a delivered UK quote.

For a lower-priced card, those extra costs can matter more than the gap between two service tiers. Compare Raw, PSA 9 and PSA 10 outcomes after costs, then check the exact service's current eligibility and terms.

What we checked

We reread PSA's original post and clarification on 2 November. This briefing reports that dated announcement. It does not confirm today's submission availability, quote a UK route, or promise a grade or turnaround.
